The Below 100 Program is designed to drastically reduce law enforcement Line of Duty Deaths (LODD's). The Below 100 program specifically addresses the operational areas of law enforcement that contribute to the greatest number of LODD's, but are in large part preventable. The Below 100 program is an effort to instill a culture of safety in law enforcement agencies that will progressively reduce national LODD's to Below 100 annually.

According to the Officer Down Memorial Page (www.odmp.org) who tracks and publishes details about law enforcement officer LODD's, the last time there were less than 100 officers killed in the line of duty was 1943. In 1943 there were 93 officers killed in the line of duty. A review of the data by decade reveals that LODD's steadily increased, reaching a historic high in 1973 with 279 deaths.

The goal of all police work is to protect the lives, property, safety, and well-being of the public. Traffic law enforcement is no exception. Research shows that excessive speed is a major contributing factor to motor vehicle crashes. Further, excessive speed increases the severity of the crashes that do occur. RADAR is an important and effective means of accurately establishing vehicle speed. In recent decades, RADAR technology has been advanced significantly. Its cost-effectiveness has continued to improve as well. The National Highway Traffic Safety Administration (NHTSA) believes that police traffic RADAR is an effective enforcement tool. Police traffic RADAR provides a means of increasing enforcement effectiveness and permits police administrators to make better use of scarce personnel and costly fuel. The overall goal of this course is to improve the effectiveness of speed enforcement through the proper and efficient use of police traffic RADAR speed measurement instruments. Every officer who successfully completed this course will become a better instructor and enforcer of the traffic laws governing vehicle speed.

This course is for current TCOLE instructors, FTO’s, Supervisors, and subject matter experts

This course is reported under Texas Commission of Law Enforcement (TCOLE) #2065 RADAR.

It All Starts With a Stolen Car

It is estimated that 75% of all crimes are committed with a vehicle and vehicles are used in 2/3 of abductions.  Whether it is a robbery, kidnapping, homicide, terrorism, auto theft trafficking, or any other crime, it is important for a police officer to be able to identify the vehicle they are interacting with or know the steps necessary to identify it.

    Vehicle Identification

Auto Theft & Vehicle Crimes will introduce police officers to vehicle identification number (“VIN”) structure, locations (public, secondary, other), and methods to determine the true VIN of a vehicle.  Auto Theft & Vehicle Crimes provides instruction on CARFAX for Police and other resources to verify the validity and history of a vehicle’s VIN. Students will build the knowledge to articulate discrepancies found on a target vehicle’s VIN markings as they relate to the probable cause needed to further their investigation into that specific vehicle. The instructor will use video and photographs to demonstrate secondary VIN locations and common VIN altering techniques. Students will also learn about tools and equipment that may assist in identifying vehicles.
