Description
This course is designed to improve the response of officers to incidents that involve persons in crisis, who are behaving erratically, emphasizing that public and officer safety are at the heart of this training process. As of April 1, 2018, this course is required to be completed every 48 months for those with a basic or no proficiency certificate, or to obtain an intermediate or advanced proficiency certificate.

Below 100 - TCOLE 8813 (August 18, 2025 8:00 am - 5:00 pm)
The Below 100 Program is designed to drastically reduce law enforcement Line of Duty Deaths (LODD's). The Below 100 program specifically addresses the operational areas of law enforcement that contribute to the greatest number of LODD's, but are in large part preventable. The Below 100 program is an effort to instill a culture of safety in law enforcement agencies that will progressively reduce national LODD's to Below 100 annually.
According to the Officer Down Memorial Page (www.odmp.org) who tracks and publishes details about law enforcement officer LODD's, the last time there were less than 100 officers killed in the line of duty was 1943. In 1943 there were 93 officers killed in the line of duty. A review of the data by decade reveals that LODD's steadily increased, reaching a historic high in 1973 with 279 deaths. -

The purpose of the Mental Health Officer course is to further inform and educate the officer in the area of mental health and issues pertaining to serving as a mental health officer, to include advanced crisis intervention training.

Prerequisite
To qualify for a mental health officer proficiency certificate, an applicant must meet the following requirements:
Currently appointed as a peace officer or justice of the peace; At least two years experience as a peace officer or justice of the peace; If not currently a commissioned peace officer, an applicant must meet the current enrollment standards; If an applicant is a commissioned peace officer, an applicant must not ever have had a license or certificate issued by the commission suspended or revoked; If an applicant is a commissioned peace officer, an applicant must have met the continuing education requirements for the previous training cycle; Successful completion of a training course in emergency first aid and lifesaving techniques (Red Cross or equivalent); and Successful completion of the current mental health peace officer training course, pass the approved written examination for mental health officer proficiency, with a score of 80% or better, and pass the skills based exam with a grade of satisfactory. Additionally, the student must have taken:
De-escalation (TCOLE Course #1849) AND Crisis Intervention Training (TCOLE Course #1850) OR Mental Health for Jailers (TCOLE Course #4900)
Please note: Peace officers who completed the Basic Peace Officer Course after 2019 (BPOC 1000667, 1000696, 1000720), will have both 1849 and 1850 and meet the enrollment requirements.

Intoxilyzer Operator (Fondren Forensics) - (August 25-27, 2025)
Fondren Forensics Inc. offers a State Approved Breath Test Operator School for the new Intoxilyzer 9000 Instrument. This class is open to law enforcement employees across the state of Texas. In addition to receiving state certification as a breath test operator, students who successfully complete this course of instruction may be eligible to apply for TCOLE credit.
Fondren Forensics utilizes instructors with different backgrounds, including chemists, police officers, private business owners, government employees, attorneys, investigators and technical supervisors. The information students receive in this class follows the guidelines set forth by the Texas Breath Alcohol Testing Regulations, in accordance with operating a school of initial instruction.

SFST Update/Refresher Course TCOLE 2178 - (September 9, 2025 8:00 am - 5:00 pm)
Description The Standardized Field Sobriety Test (SFST) is a battery of three tests administered and evaluated in a standardized manner to obtain validated indicators of impairment and establish probable cause for arrest. These tests were developed as a result of research sponsored by the National Highway Traffic Safety Administration (NHTSA) and conducted by the Southern California Research Institute. Tactical Training for Narcotics/Vice Units - (September 22-26, 2025 8:00 am - 5:00 pm)
The Tactical Training for Narcotics/Vice Units is a five-day (40 hours) training program focusing on the tactical enforcement side of undercover operations. This entry-level class is designed for narcotics officers, patrol officers and other law enforcement personnel who participate or assist in high-risk related operations. During this program, students will plan and execute a series of tactical operations to include: “buy bust” operations, “reverse” operations, undercover rescue and vehicle takedowns/assaults. During the week, the student will be participating in live-fire drills geared towards tactical narcotics operations. This training will take place on a certified firearms range with firearm instructors. The class will conclude in the planning and execution of a “multi-kilo drug bust” in which the students will be graded. This training will be especially useful to officers who routinely support their undercover officers in responding to help the undercover or to simply arrest the suspect. The training will also cover the various aspects of “take downs” utilized in Vice and Human Trafficking Operations. Students who are attending the class are asked to bring both their “tactical gear” and “undercover clothing”.

Instructors
Sergeant Guy Daniels - Guy Daniels is a twenty-four-year veteran with the Jacksonville Sheriff’s Office, with over sixteen years’ experience as a narcotics detective. Guy started his narcotics career with street-level tactical units where he participated in several hundred undercover operations over a sixteen-year narcotics career. During this time, he participated in several long-term undercover operations and was asked to join the DEA as a task force officer. Guy is a member of the Clandestine Laboratory Entrance Team as a certified site safety officer and is tasked with Meth related training for the department. In 2007, Guy started S.W.A.N. Tactical Training as an organization specializing in narcotics based training for state and federal law enforcement. Since 2007, Guy has developed and instructed multiple classes related to narcotics and undercover techniques throughout the United States for State and Federal agencies to include: the U.S. Army, Drug Enforcement Administration, Nevada and Florida HITDA, Florida Department of Law Enforcement, Florida Narcotics Officers Association and the Annual Covert Operations Training Conference (Las Vegas, NV). Sergeant Daniels served with the 82nd Airborne Division and participated in combat operations in Iraq (Operations(s) Desert Shield and Desert Storm).
Sergeant Brad Echelberger (Ret.)- Brad is a twenty-five veteran of the Jacksonville Sheriff's Office with ten years as a SWAT team member. During his tenure with the sheriff’s office he’s held the following positions: Patrolman, Gang Detective, Patrol Sergeant, and Gang Unit Sergeant. For the past ten years Brad has been assigned to the Jacksonville Sheriff’s Office SWAT team and has held several positions to include; assaulter, sniper and Sniper Team Leader. During that time, Brad has participated on numerous callouts, hundreds of high risk search warrants and countless other tactical operations. Brad has trained and worked with almost every federal law enforcement agency. Brad served in the US army with the 75th Ranger Battalion.

Description
The Patrol Rifle course is designed for officers who have taken interest in the safe and proper procedures for deploying patrol rifles. Course design and safety issues are taught as well as principles of marksmanship, rifle nomenclature and operation. The course emphasizes teaching weapons manipulation and training personnel to fight with a rifle at what are traditionally considered handgun ranges and stand-off distances up to 150 yards. The course is based on the AR-15/M-4/M-16 weapons platform. However, other systems will be discussed.

Description
The Patrol Rifle course is designed for officers who have taken interest in the safe and proper procedures for deploying patrol rifles. Course design and safety issues are taught as well as principles of marksmanship, rifle nomenclature and operation. The course emphasizes teaching weapons manipulation and training personnel to fight with a rifle at what are traditionally considered handgun ranges and stand-off distances up to 150 yards. The course is based on the AR-15/M-4/M-16 weapons platform. However, other systems will be discussed.
