The purpose of the Mental Health Officer course is to further inform and educate the officer in the area of mental health and issues pertaining to serving as a mental health officer, to include advanced crisis intervention training.
This course meets Texas Commission on Law Enforcement (TCOLE) requirements #4201
Prerequisite
To qualify for a mental health officer proficiency certificate, an applicant must meet the following requirements:
Currently appointed as a peace officer or justice of the peace; At least two years experience as a peace officer or justice of the peace; If not currently a commissioned peace officer, an applicant must meet the current enrollment standards; If an applicant is a commissioned peace officer, an applicant must not ever have had a license or certificate issued by the commission suspended or revoked; If an applicant is a commissioned peace officer, an applicant must have met the continuing education requirements for the previous training cycle; Successful completion of a training course in emergency first aid and lifesaving techniques (Red Cross or equivalent); and Successful completion of the current mental health peace officer training course, pass the approved written examination for mental health officer proficiency, with a score of 80% or better, and pass the skills based exam with a grade of satisfactory. Additionally, the student must have taken:
De-escalation (TCOLE Course #1849) AND Crisis Intervention Training (TCOLE Course #1850) OR Mental Health for Jailers (TCOLE Course #4900)
Please note: Peace officers who completed the Basic Peace Officer Course after 2019 (BPOC 1000667, 1000696, 1000720), will have both 1849 and 1850 and meet the enrollment requirements.

Description
The Patrol Rifle course is designed for officers who have taken interest in the safe and proper procedures for deploying patrol rifles. Course design and safety issues are taught as well as principles of marksmanship, rifle nomenclature and operation. The course emphasizes teaching weapons manipulation and training personnel to fight with a rifle at what are traditionally considered handgun ranges and stand-off distances up to 150 yards. The course is based on the AR-15/M-4/M-16 weapons platform. However, other systems will be discussed.

Taught by Instructor Michael Vaccaro who is extremely knowledgeable and has an uncanny ability to communicate the exact steps to successful criminal encounters and investigations. The course will discuss and provide in-depth details on the common criminal trends and smuggling tactics used at these facilities and locations. The student will be educated on why and how drug trafficking organizations are exploiting major courier services to engage upon and operate their illegal businesses. Students will focus on how to initiate a thorough investigation at a hotel/motel, from establishing sources of information and common tactics to effecting an arrest and further court proceedings. If you have a hotel in your area, this is going to be a huge eye opener for you.
The parking lot interdiction portion of the program will give police officers perspective on how and what crime is being conducted in public parking lots designed to blend in with normal everyday society. Big box parking lots down to gas stations are hot spots for criminal activity and transactions. Vaccaro will walk students through a thorough look at what he and his team have been intercepting at major airports. Attendees will be shocked by the amount of contraband that is still being trafficked in commercial air travel.
This course will provide officers with the tools and available resources to establish their own parcel interdiction program. The amount of US currency being shipped through all major courier services is astounding. Simple techniques and investigations being used at locations like UPS store fronts have yielded extremely large seizures of contraband and confiscated US currency. The forfeited and seized monies can then be used to fund continued crime fighting efforts. Students will be provided with example search warrants to aid them in opening, searching, and seizing the parcel after probable cause has been established. Vaccaro provides detailed training, using many visual resources to ensure that the student has a very practical skillset to implement immediately. As always, the methodology is legal and utilized by law enforcement agencies throughout the United States. This course is designed to improve the student’s ability to successfully engage targets accurately with speed. The dynamics of Patrol Rifle will be discussed and practiced. Emergency medical procedures will be covered as part of the training.

Requirements
Patrol Rifle - Magazine fed semi-automatic rifle that uses and was manufactured for the use of detachable magazines with sling, 3 magazines and magazine pouches. No Folding Stocks or Binary Trigger systems allowed. Trigger pull weight must be no less than 3.5 lbs. Short Barrel Rifles must have a barrel length of no less than 10" and accompanied by your NFA Short Barrel Rifle Tax Stamp. No AR style pistols allowed.
300 - 400 Rounds of .223/5.56 ammunition (No Green Tip, Armor Piercing ammo allowed)
Duty Handgun with a ridged non-collapsing holster and magazine pouches for transition drills
100-150 Rounds of handgun ammunition PPE – Vest, Tourniquet, Hearing and Vision Protection
Other - Dress & Equipment
Tactical style pants, polo or tee shirt (long sleeve tee works great), ball cap, athletic tape, bug spray, sunscreen, snacks and sport drinks

Basic Patrol Rifle - (April 22, 2025 8:00 am - 5:00 pm)

Description
The Patrol Rifle course is designed for officers who have taken interest in the safe and proper procedures for deploying patrol rifles. Course design and safety issues are taught as well as principles of marksmanship, rifle nomenclature and operation. The course emphasizes teaching weapons manipulation and training personnel to fight with a rifle at what are traditionally considered handgun ranges and stand-off distances up to 150 yards. The course is based on the AR-15/M-4/M-16 weapons platform. However, other systems will be discussed.

Day 1 - 8am to 5pm

Hearing protection, wrap around eye protection that are safety glasses, billed cap, (knee and elbow pads in you need them), Magazine fed semi-automatic rifle that uses and was manufactured for the use of detachable magazines with sling, 3 magazines, magazine pouches and a weapon mounted light. No Folding Stocks. No Select Fire Control systems to allow full auto or Burst capability. No Binary Trigger systems allowed. Trigger pull weight must be no less than 3.5 lbs. Short Barrel Rifles (SBR's) are allowed but must have a barrel length of no less than 10" and accompanied by your NFA Short Barrel Rifle Tax Stamp. No AR style pistols allowed. Appropriate cleaning gear and 1000 rounds of ammunition. No M855 green tip or armor piercing ammo will be allowed. Detachable optics are acceptable but rifle must have iron sights that co-witness through the optic or are hard mounted 45 degree angled flip-up sights. Duty handgun with 3 magazines and 200 rounds of ammunition, duty belt with non-collapsible belt holster for handgun, magazine pouch and cleaning gear.sUAS Part 107 Unmanned Aircraft/Drone - (May 6-8, 2025)

The Part 107 rating, the FAA commercial drone regulation, allows drone pilots to fly unmanned aircraft/drones for business purposes. To fly under Part 107, you need to pass the FAA drone pilot test called the Airman Knowledge Test. This course is designed to prepare you to take the test. Course objectives include: Applicable regulations relating to small unmanned aircraft system rating privileges, limitations, and flight operation. Airspace classification and operating requirements, and flight restrictions affecting small unmanned aircraft operation. Description:
This three-day class will provide attendees the next level of training for those that have attended our Basic Red Dot Pistol course prior.
Prerequisite:
Must have attended our basic Red Dot Pistol prior. Must be a Licensed Peace Officer. Objectives and Goals:
Students will understand the history of weapons and sights.
Students will understand how the red dot works in relation to the human body.
Students will demonstrate a proper zero at 15-25 yards.
Students will demonstrate proficiency in dot placement and dot recoil.
Students will demonstrate proficiency in static and mobile shooting.
Students must pass a course of fire to show proficiency.
Equipment Needed:
Slide Mounted Red Dot Pistol
Ability to carry three spare pistol mags in an easily accessible manner. Police Duty Belt, SWAT belt if applicable.
Duty Quality Holster (Non-Collapsible - such as soft leather)
1000 rounds of ammunition
