Description
The Patrol Rifle course is designed for officers who have taken interest in the safe and proper procedures for deploying patrol rifles. Course design and safety issues are taught as well as principles of marksmanship, rifle nomenclature and operation. The course emphasizes teaching weapons manipulation and training personnel to fight with a rifle at what are traditionally considered handgun ranges and stand-off distances up to 150 yards. The course is based on the AR-15/M-4 weapon, that fires 223/5.56 ammunition.

Taught by Instructor Michael Vaccaro who is extremely knowledgeable and has an uncanny ability to communicate the exact steps to successful criminal encounters and investigations. The course will discuss and provide in-depth details on the common criminal trends and smuggling tactics used at these facilities and locations. The student will be educated on why and how drug trafficking organizations are exploiting major courier services to engage upon and operate their illegal businesses. Students will focus on how to initiate a thorough investigation at a hotel/motel, from establishing sources of information and common tactics to effecting an arrest and further court proceedings. If you have a hotel in your area, this is going to be a huge eye opener for you.
The parking lot interdiction portion of the program will give police officers perspective on how and what crime is being conducted in public parking lots designed to blend in with normal everyday society. Big box parking lots down to gas stations are hot spots for criminal activity and transactions. Vaccaro will walk students through a thorough look at what he and his team have been intercepting at major airports. Attendees will be shocked by the amount of contraband that is still being trafficked in commercial air travel.
This course will provide officers with the tools and available resources to establish their own parcel interdiction program. The amount of US currency being shipped through all major courier services is astounding. Simple techniques and investigations being used at locations like UPS store fronts have yielded extremely large seizures of contraband and confiscated US currency. The forfeited and seized monies can then be used to fund continued crime fighting efforts. Students will be provided with example search warrants to aid them in opening, searching, and seizing the parcel after probable cause has been established. Vaccaro provides detailed training, using many visual resources to ensure that the student has a very practical skillset to implement immediately. As always, the methodology is legal and utilized by law enforcement agencies throughout the United States. Proctor Certification: Train the Trainer
To further expand the reach of these critical training standards, LEDA has developed a "Train the Trainer" course. This program certifies Flight Skills Proctors, empowering them to run and certify pilots at their own agencies or in their regions. LEDA Proctors are trained to set up, run, grade, and upload test results to LEDA's comprehensive Flight Skills Database, ensuring a standardized and efficient process across the board.
The Proctor Course is an intensive, 8-hour training offered exclusively in conjunction with our major conferences. Given the limited seating, early registration is highly recommended. A separate ticket will be available on the event's registration page and each attendee will have to ADD that ticket to their registration, along with their conference registration.
Requirements for Proctors:
Must have passed Flight Skills 1 and Flight Skills 2 within the last six months (or pass them during the event).
Must successfully run both Flight Skills 1 and Flight Skills 2 at least twice for other student instructors or student pilots at the conference.
Must serve as a Flight Skills station operator for at least one hour during conference flight times.
The credential is valid for one year from the certification date and LEDA has the option to renew the credential based upon the amount of work the proctor put in that year in testing.
This program is a vital step in expanding LEDA’s reach, allowing agencies and organizations to train their pilots locally while adhering to LEDA's critical standards.

The purpose of the Mental Health Officer course is to further inform and educate the officer in the area of mental health and issues pertaining to serving as a mental health officer, to include advanced crisis intervention training.

Prerequisite
To qualify for a mental health officer proficiency certificate, an applicant must meet the following requirements:
Currently appointed as a peace officer or justice of the peace; At least two years experience as a peace officer or justice of the peace; If not currently a commissioned peace officer, an applicant must meet the current enrollment standards; If an applicant is a commissioned peace officer, an applicant must not ever have had a license or certificate issued by the commission suspended or revoked; If an applicant is a commissioned peace officer, an applicant must have met the continuing education requirements for the previous training cycle; Successful completion of a training course in emergency first aid and lifesaving techniques (Red Cross or equivalent); and Successful completion of the current mental health peace officer training course, pass the approved written examination for mental health officer proficiency, with a score of 80% or better, and pass the skills based exam with a grade of satisfactory. An important duty for a criminal justice professional is gathering information during field interviews. One must be able to ask questions and be prepared to interpret the responses given in Spanish. This course will provide tips for identifying oneself and on how to ask questions necessary for establishing events, gathering details about times and dates, finding witnesses, and obtaining the description of suspects or victims. The purpose of the Mental Health Officer course is to further inform and educate the officer in the area of mental health and issues pertaining to serving as a mental health officer, to include advanced crisis intervention training.
This course meets Texas Commission on Law Enforcement (TCOLE) requirements #4201
Prerequisite
To qualify for a mental health officer proficiency certificate, an applicant must meet the following requirements:
Currently appointed as a peace officer or justice of the peace; At least two years experience as a peace officer or justice of the peace; If not currently a commissioned peace officer, an applicant must meet the current enrollment standards; If an applicant is a commissioned peace officer, an applicant must not ever have had a license or certificate issued by the commission suspended or revoked; If an applicant is a commissioned peace officer, an applicant must have met the continuing education requirements for the previous training cycle; Successful completion of a training course in emergency first aid and lifesaving techniques (Red Cross or equivalent); and Successful completion of the current mental health peace officer training course, pass the approved written examination for mental health officer proficiency, with a score of 80% or better, and pass the skills based exam with a grade of satisfactory. Additionally, the student must have taken:
De-escalation (TCOLE Course #1849) AND Crisis Intervention Training (TCOLE Course #1850) OR Mental Health for Jailers (TCOLE Course #4900)
Please note: Peace officers who completed the Basic Peace Officer Course after 2019 (BPOC 1000667, 1000696, 1000720), will have both 1849 and 1850 and meet the enrollment requirements.

24.00 Texas Commission on Law Enforcement (TCOLE)26th Texas Sergeant Academy - (September 15, 2025 - September 26, 2025 8:00 am - 5:00 pm)
This two-week interactive and experiential program is designed to equip and inspire new supervisors, and reinvigorate senior supervisors, for the challenges of the fast paced and fluid world of law enforcement leadership. This course will meet the basic requirements established by TCOLE for the preparation of new supervisors for their supervisory role. Successful graduates of this course will receive 70 hours credit for the TCOLE New Supervisor’s Course 3737.

TUITION:
$600 TMLIRP Member Agencies* | $1,200 Non-TMLIRP Members Tuition includes all instruction and handouts.
